About Us

1999 Collective is named after the Foster Care Independence Act of 1999, which created supports for youth aging out of foster care. We increase access to these supports and others, and build collectively upon the foundation established by this legislation.

Our Why

Young people exiting foster care in Utah experience more challenging outcomes than youth leaving foster care in other states. More young adults exiting foster care in Utah experience homelessness, incarceration or early parenthood within four years of exiting the system than obtain post-secondary education, including a vocational license or certificate.

Some resources to help already exist, but they are often underutilized. These outcomes challenge our youth’s ability to successfully transition into independent and healthy adulthood. They also cost our state millions of dollars. 

And that just doesn’t sit right with us.
